RECRUITMENT

The need to expand to meet increased commitments means that, since 1988/89,
recruitment targets have been limited merely by the capacity of PTS. Maximum throughput is
approximately 250 Inspectors and 2310 recruit PCs per annum.

Prior to the summer of 1987 recruitment levels for both constable and inspectorate
officers were being met without difficulty. Then recruitment levels fell. A number of measures
were introduced to combat the problem, amongst them:
- increased publicity,
- a recall exercise,
- increased recruitment of females subject to 11% working ceiling
but these measures provided only short term relief and in 1989/90, for the first time in recent history, wastage outstripped recruitment.
