Expansion has been necessary in order that the Force may meet the increasing and

diverse responsibilities placed upon it. These have included:-

a)

The Modernisation Of The Marine Police

b)

The expansion into New Towns

c)

The transfer of Responsibility for the Sino-Hong Kong Border

A combination of low recruitment and an increased wastage rate have meant that

the Force has not grown sufficiently to meet the demand.

Simple examination of establishment and strength figures alone does not, however, fully reflect the identified demand or the magnitude of the deficiency in manpower. Recently,

for various reasons, 600 (vacant) posts were deleted from the Establishment and a further 700

plus, the need for which had already been agreed with Central Government, were not created

as planned.
