Thank you for your letter of 26 October to Francis Maude (who I replaced in July as the Minister of State responsible for Hong Kong) about Chief Superintendent E J Stevenson of the Royal Hong Kong Police Force who holds the Colonial Police Medal for Meritorious Service and for Gallantry.
It is unusual for a single individual to hold two Colonial Police Medal badges. The more normal practice where a second medal is awarded is for this to be denoted by the addition of a bar and an extension to the medal ribbon in the appropriate colours for gallantry or meritorious service. Provision for this is made on the Royal Warrant for the Colonial Police Medal a copy of which I enclose.
Although It is perhaps not generally know, the award of the Colonial Police Medal for Gallantry ceased in 1974 on the introduction of The Queen's Gallantry Medal in that year so cases such as that of Mr Stevenson are now likely to be very rare indeed.
