An officer may not be involved in the production of any publication in which paid advertisements are reproduced without the permission of the Commissioner.

An offier may not communicate matters of a political or administrative nature to any unauthorised person or members of the public without the permission of the Commissioner.

An officer may not collect donations from members of the public except for certain bona fide purposes.

An officer must report to the Commissioner any criminal proceedings instituted against him. This requirement does not extend to fixed penalties for traffic offences, but it does apply if a summons is served.

An officer requested to give evidence in court as a character witness must first seek permission from the Commissioner.

An officer may not institute legal proceedings for libel or slander in connexion with matters arising out of his official duties without prior permission from the Commissioner.

An officer may address or make representations to the Commissioner, the Secretary for the Civil Service, the Chief Secretary, His Excellency the Governor, the Secretary of State or Her Majesty the Queen in ascending order. All appeals must be submitted through the Commissioner.

16. DEATH OF OFFICER

If the officer dies in service,. his family will be granted passages to the United Kingdom together with such other benefits as may be applicable under the appropriate regulations. Such passages are available for six month after the date of the officer's death.

All officers are advised to arrange adequate personal life insurance cover.

17. DEFINITION OF "COMMISSIONER"

Except where specifically stated otherwise, the term "Commissioner" as used in this Memorandum on Conditions of Service means the Commissioner of the Royal Hong Kong Police Force or any officer of the Royal Hong Kong Police Force to whom the Commissioner has delegated the relevant powers.
