Thank you for your letter of 28 March to Douglas Hurd enclosing one from the Expatriate Inspectors' Association of the Royal Hong Kong Police Force.

I have recently replied to Mr Scott's letters of 12 and 19 January and 15 March. I attach a copy for your

reference. I was able to meet with a number of civil service associations while in Hong Kong and to hear first hand of their worries. We are very conscious of their concerns and are taking all the steps we can to enable the people of Hong Kong to have a secure and prosperous future.
