Voting in the biennial election of Unit Representatives of the Junior Police Officers' Association (JPOA) is scheduled to start at 1100 hours on 21 March 1990 and end at 110v nours on 23 march 1990, All elected Unit Representatives will then meet at the Police Sports anci Recreation Club at 1430 hours on 29 March 1990 in order to elect officers For the JPOA's Regional Committees and Executive Council. There is a degree of apprehension amongst members of the present Executive Committee that they may be voted out in favour of others. who are more adlitant and determined to take a stronger stance in the Association's dealings with
There have been Police Headquarters and the Hong Kong Government. sugestions of "snoe polishing" on the part of the present JPOA leadership with the result that the Executive Committee is now projecting a more "aggressive" image i inuicating to the force's Starr Relations Branc that it may not attend a meeting with the Police Sub Committee of the Standing Committee on Disciplined Services Salaries and Conditions of Service in the penichouse of Jardine House at 1730 hours on 21 February 1990.

As far as is known, however, the Superintendents' Association will attend a similar eeting on 15 February 1990. the Local Inspectors Association en lo Peruary 1990 and the Expatriate Inspectors' Association on 20 February 1920).

The JPOA's recutive Committee has also indicated that it wistres to raise the issue of the low state of morale or junior Police officers (JPOS) and ways of counteracting this as the next meeting of the Junior
In addition Consultative Committee (JCC) schedule for 20 February 1990. the Association is in the process of sumitting a series of papers seeking clarification or the legal status of JPOS involve in the forced repatriation of Vietnamese Boat People (VBP) to Vietnam. coupled with che question of their protection under international Law. the Laws of
It also Hong Kong or Civil Service Regulations should anything go wrotfs, intends to reinforce its case for the introduction of a hardship allowance For Police officers working in VBe Detention Centres and to seek to have travelling time counted as duty time in the case of officers required to Perform duty at the Sek Kong VBP Detention Centre.
Present indications are that there is a great deal of Lissatisfaction with the results of the follow up to the kérnie Review and there is the possibility of a change of personalities in the JPON leadership, which will be resisted the present Brocutive Comittee. There is also the possibility that dissatisfaction with the Executive Committee will result in a lower turnout of JPCA inawers during the ¿ way voting periou for Unit Representatives.
