Concern is being shown in the r'orce over the events of recent months both in China arxı in Hong Kong, coupled with the Government's continued failure to adequately address the Force's prevailing problems in respect of salaries and conditions of service. There is a report from ond Region that the situation is beginning to affect officers' approach to their duties. Whilst officers are still working efficiently at street level. their previous high level of commitment to the Force is starting to decline. There is less enthusiasm and some reluctance by local Superintendents to be posted to the Police Tactical Unit and by some expatriate inspectors to face the problems of Special Duty Spads. Moreover, there have been reports that motivation is increasingly based on loyalty to individual officers rather than to the Force or to the Hong Kong Government which officers feel, has little real interest in their well bei). prale is variously reported to be low. barely satisfactory or fair and only in one Region is it said to be good but. even then it "would be improved by any positive news. such as improved salaries and conditions of service".

There have been continued reports that a large nummer of older local officers are making plans to leave the force early in order to take up employment in the private sector or to emigrate. Younger officors are questioning their long tena career prospects. with little being offered by way of improved salaries or conditions of service to induce them to stay.
