UK/RHKP EXCHANGE SCHEME: REPLACEMENT OF RENT ALLOWANCE
Thank you for your note of 6 February, enclosing a copy of a letter from Mr Stockwell, Director of Operations, ICAP about the effects which changes in the present rent allowance arrangements will have on officers seconded to Hong Kong under the UK/RHKP exchange scheme.
2. As you will know, the Home Secretary has decided to set aside certain features
features of the PNB agreement set out in
in PNB Circular 89/14 (Advisory). What matters, therefore, is not what is in the PNB agreement but what is in the regulations which will in due course be made by the Home Secretary.
3. The draft regulations, which were sent to the PNB for comment on 4 January, provide that, when an officer returns to his force at the end of a period of overseas service on which he was engaged on 31 March 1990, he is to be paid an allowance equal to the rent allowance "which would have been payable to him on 31 March 1990 if he had then been a member of his police force in the rank in which he was serving, and occupying the accommodation in which he was living, immediately before the commencement of his period of overseas service".

Similar arrangements will be made to protect the position of officers who accept an overseas appointment after 1 April
1990.
