State for Foreign and Commonwealth Affairs the early retirement of Mr J C Clemence, Assistant Commissioner of Police, on 1 May 1990 at the age of 52 after he has attained maximum pension His application and a copy of memorandum dated

status.

Mr Clemence was born on 30 May 1937. He joined the Metropolitan Police on 4 June 1956 and was appointed as Superintendent of Police on temporary attachment to the Royal Hong Kong Police Force on 2 September 1973 under the terms of the Overseas Service Act. He retired from the Metropolitan Police on 2 August 1976 and was appointed on transfer to the permanent establishment in the Royal Hong Kong Police Force with effect from 3 August 1976 under Public Office Rules. His enrolment as a member of HMOCS was agreed vide your telno. 59 of 16 August 1976 ref. НХА 431/393/5, copies of relevant correspondence are attached. He was promoted to Senior Superintendent of Police on 1 October 1977, to Chief Superintendent of Police on 7 June 1982 and to his present rank of Assistant Commissioner of Police on 1 April 1986.

We should be grateful if the approval of the Secretary. of State for Foreign and Commonwealth Affairs could be obtained for the early retirement of Mr Clemence on 1 May 1990. Subject to your approval, we are prepared to re-employ Mr Clemence in the rank of Assistant Commissioner of Police for two years on agreement terms with effect from 1 May 1990.
