I have just returned to the office after a sojourn in Fiji and am shortly off to Gibraltar. In the meantime I sm trying to catch up on admin and in particular to determine our itinerary for 1990/91.
Already we have more bids than we could possibly meet, but I am mindful of my promised visit to Hong Kong. You will recall
that when we met in October last year we discussed Sir David Wilson's request that I should visit you some eighteen months after my March 1988 trip.
However, given the changeover from Ray Anning to K.H., we agreed, and Hong Kong Dept. (HKD) concurred, that it would be preferable to defer my proposed visit until, say, mid to late 1990. I confirmed this in my letter to you of 11 October.
I have spoken to Alan Paul, Head of HKD, this morning and he agrees that the timing is about right and has a number of issues to which I could give attention. As I have visited twice, and given that HMCIC now conducts formal inspections, I would not need to burden you with a structured 'inspection' type programme. Rather it would be a question of meeting and discussing with all levels of the Force including representative bodies.
To that end, could I now ask whether you are in a position to invite me to Hong Kong for, say, a week to ten days? For starters,
I have no specific commitment during November or December.
I trust that our various problem areas contracts etc.
