In your letter dated 16 July you asked again for our views concerning the Korean Government proposal to establish a Military Liaison Office in Hong Kong.
The views of my authorities have not changed since we
last advised you on 4 April.
Your Government is no doubt aware of the political sensitivities in Hong Kong. Both the MOD and the FCO see practical and political difficulties in the setting up of such an office, regardless of its formal title, and we believe that the Hong Kong Government would not favour such a move.
We do not believe that the comparison with the position of the USA as valid. A large number of US citizens (both service and civilian) pass through Hong Kong, and we do not see a similar role for a Korean liaison office, as the number of your citizens in this situation is small.
