Dear Ambassadar,

PROPOSED HONG KONG CHAMBER OF COMMERCE IN BRAZIL

1. You wrote to the department on 17 May about an invitation you had received to become Honorary President of the proposed Hong Kong Chamber of Commerce. You asked if there was any "doctrine" here on such matters.

Given Hong Kong's autonomy in economic and trade affairs, we do not think it would be appropriate for you to accept this invitation. The Hong Kong Government take the same view.

As a footnote, you may be interested to know that when the Hong Kong Government checked with Mr Jack So of the Hong Kong Trade Development Council, he confirmed that he had met Mr Charles Tang in Rio some time ago but could not recall any discussion with the latter about the formation of a Hong Kong Chamber of Commerce.
