He would continue to be held until the end of

his sentence under the existing legal and penal system

which, according to the Basic Law, will remain

unchanged.

WHY HAS MR OSMAN BEEN HELD FOR SO LONG IN THE UK

WITHOUT TRIAL?

- Mr Osman is the subject of an extradition request

made by the Hong Kong Government. Because of

Mr Osman's continuing use of litigation these

extradition proceedings remain unresolved. He cannot be surrendered to Hong Kong until all court proceedings

here are concluded.

I cannot comment further on this case, which is sub

judice.
