Security of Pensions
Security of pension is of particular concern to many civil servants. There is considerable staff pressure for pensions to be funded and for accrued pension benefits to be paid before 1997.
General
A UK scheme of compensation Compensation Scheme for members of Her Majesty
Overseas Civil Service on change of sovereignty, in recognition of HMG' special obligations to these officers.
Various options of pension safeguards under consideration, and their financial and practical implications being assessed. The review is complex and fraught with many difficulties, and will take some time to
complete. The Chinese side were briefed on the present state of play on 2 March 90.
The proposed scheme provides incentives to encourage officers to remain in the service after 1997. Details being finalised by FCO.
