Secretary for Security (Cont'd) The 1971 United Nations Convention on Psychotropic

Substance

Wives and widows of ex-servicemen

To seek an extension of the Convention to Hong Kong and notification that Hong Kong is a separate region under Article 28 of the Convention by the UK.

The

UK ratified the Convention in March 1986 and it came into force in June 1986. The UK has not yet applied the Convention to Hong Kong although Hong Kong in practice complies with its provisions. It is intended that the Convention shall continue to apply to Hong Kong after 1997 and the Chinese will be consulted in accordance with the agreed guidelines. The PRC is also a party to the Convention.

At the Policy Debate on 9 November 1988, the Senior Member of Leg Co requested HKG to make a representation to HMG in support of the granting British citizenship to wives and widows of

ex-servicemen.

ExCo's approval obtained. Answers incorporating FCO's comments handed over to the Chinese side in response to their two written questions on the speaking note.

Case is still with FCO.
