HMG announcement of 'nationality package' on 20.12.89 received little response from local residents. Awaiting

details of package.

Immigration from China

Entry to Hong Kong from China for resettlement purposes subject to one-way permit scheme implemented by China. There is growing criticism that the scheme fails to cater for family reunion cases. However, immigration statistics show that of the 27,000 arrivals in 1988, over 24,000 join spouses and parents in Hong Kong.

Extradition policy and

extra-

territorial jurisdiction

To obtain agreement from the Chinese for Hong Kong to implement its own extradition and mutual legal assistance arrangements to replace those it currently enjoys through association with the UK and then to negotiate agreements with foreign jurisdictions that will last beyond 1997.

Agreement has been reached in the JLG on the principles to be applied to extradition. Detailed matters still need to be settled before negotiation with foreign jurisdictions can start. Proposals for MLA arrangements have not yet been presented in JLG.
