You may be interested to see the attached papers which are currently being circulated by USIS to HE institutes in Hong Kong.
I would be interested in your views/comments on the proposal and for any news you may glean about now the HE constituency is likely to react to the
initiative.
The move has some significance for our own strategic thinking and whilst I am not unduly worried about its possible effects on the more competitive parts of bur operation, it is an indication of the increasing interest that is being
shown in Hong Kong by outside analogues as 1997 approaches.
