You may be aware that the British Council have recently been instrumental in setting up the above trust which has the purpose of furthering co-operation in education, science, technology, the arts and the English language, between Hong Kong and the UK. These of course are traditionally British Council areas of activity, but the purpose of the trust is to enable them to do more in these areas. If this has not come the way of Hong Kong Department, then perhaps Cultural Relations Department will have been consulted.

2. As you will see from the enclosed letter of 1 February from the British Council representative here, I have been asked to be a trustee, on an ex-officio basis. I have replied that I am very happy to do this (I understand the demands on my time will be minimal), subject only to confirmation from the FCO that in doing so I, and my successors, are not taking on any liabilities or obligations which are unacceptable to the Office.
3. I would be grateful for that confirmation, on which you may presumably wish to consult the Legal Advisers.
