DES interest in this scheme is only at the margins, since the recruitment and placement of Hong kong students is something which are content to leave to individual institutions. However, NA wouid share with the institutions a concern that sponsoring bodies would be able to meet the usual Overseas student fee for the duration of the course. I have no doubt though, that if a sponsor were prepared to support a group of Hong kong students

to guarantee a flow over several years, it would be possible to negotiate a favourable fees package. Ck insti utions are familiar with Hong kong qualifications and there should be few problems over access to post-graduate courses.

Paragraph 13 of Annex 3 talks about a numerical

There is no overall ceiling on Overseas student numbers, 012 Indeed for Hong Kong students, each institution will decide this in the light of its own priorities. The numbers currently present (eg 1987= 23,000 overseas postgraduates in British higher education institutions) wi!] be some guide, but will not be very helpful as an indicator of possible capacity. This capacity might be considerably increased if the scheme were to look for short courses as wel as Masters and Doctorate
courses.
