The Fund will be held in Hong Kong and managed by professional advisers. The general administration of the Trust will be carried out by the British Council in Hong Kong. The intended mode of operation will be for twice-yearly meetings of the Trustees at which policy for the subsequent period will be set and authority delegated to the British Council to carry it out.
7. The Trust will be created by 31 March 1990 in order to use the funding available in the current financial year. It is expected to be operational immediately in 1990/91, but a
in 1990/91, but a full range of activity will be built up over time. Major efforts will be put into the attraction of substantial sums of money to generate sufficient income to ensure the Trust's future. Organizations in both Britain and Hong Kong will be approached to achieve this end.
