ELEVENTH CONFERENCE OF COMMONWEALTH EDUCATION MINISTERS Barbados, 29 October to 2 November 1990
In my Circular Letters No.45/89 and No. 59/89 I advised you that the Eleventh Conference of Commonwealth Education Ministers will take place in Barbados from 29 October to 2 November
this year.
The customary eve-of-Conference meeting of senior officials will be held on Sunday 28 October. The purpose of this letter is to share with you some preliminary thoughts about the Conference agenda.

Ministers have found in the past that in-depth discussion of limited number of critical issues provides them with the opportunity for a fruitful dialogue on policy and practice in education. Responses to my earlier letter indicate emphatic support for the proposal that Improving the Quality of Basic Education should be the Conference's principal theme. As is customary, provision will also be made for various
various aspects of Commonwealth co-operation in education to feature on the agenda, in a number of cases at the specific request of Commonwealth Heads of Government following their Kuala Lumpur Meeting in October 1989.
Against this background, I propose that the substantive items on the Conference agenda should include the following:
