The Governor has asked me to reply to your letter dated 27 March 1990 regarding the possibility of Hong Kong's participation at the 11th Conference of Commonwealth Education Ministers.

Hong Kong would, in principle, wish to take part, and we are considering fielding Mr Y T Li, our Director of

of Education. We are also contemplating the submission of a document that would set out the Hong Kong Government's position

education and the likely outcome of our current review of the education system.

But before we go firm on these intentions it would be helpful if you could advise on Mr Li's position in the Conference. It is understood, of course, that Mr Li might not be able to speak at plenary sessions, but would he be free to speak in committee and other, less formal sessions?
