despite the proposed increases in degree provision, and that there will be no additional capital requirements for those institutions. If, however, it were assumed that the Polytechnics had a stronger claim for university norms with a degree limit of 75%, then the ExCo scenario could be more expensive than the UPGC's plan, as illustrated in Annex S.
MONITORING AND REVIEW

Subject to the Government's approval, the UPGC's recommended expansion plan for 1991-95 will be advised to the institutions. The Committee will monitor closely the implementation of the plan, which it recognises is of crucial importance to the sustained social and economic development of Hong Kong. In the event of failure by one or more of the institutions to keep to target, or in the event of CUHK failing to comply with the requirements arising from ECR 3 [see paragraph 14 (b) above], it may be to consider reallocating the student numbers and redistributing the funding. In addition to its continuous monitoring, the Committee will conduct a major review in 1993-94, in order to :-

(a) check progress on the implementation of the plan;
(b) determine whether further expansion would be desirable or practicable during the period
1995-2000; and
(c)
formulate proposals on the final stages of implementation of the ECR 3 decisions.
