provision of passage accounts, to be used by staff

for travel purposes at their discretion and within

specified periods;

a more flexible application of the Government's 10-year residence rule to include study time for determining overseas status;

the award of "overseas" status to academics

the PRC, Taiwan and Macau; and

streamlining immigration procedures in respect of "overseas" candidates, particularly those from the

PRC.

The measures referred to in (b), (e), (f) and (i) would not involve additional funding. The financial implications in respect of the remaining proposals will need to be assessed by the

institutions; and the provision of additional funding will be the subject of a submission(s) to
