the expansion of tertiary places, will result in a total requirement of between 2,000 and 3,000 replacement and new staff [details are shown in Annex 0]. In view of the current worldwide shortage of academics and the continuing brain drain from Hong Kong it will be

be increasingly difficult to retain and recruit staff in sufficient numbers and of adequate quality to meet these requirements.

24.

The Committee considers that the recruitment of

staff will be the most difficult problem facing the institutions in the achievement of the revised targets. Accordingly, special consideration has been given to devising ways and means of attracting and retaining staff of the required calibre. A number of possible incentives

have been considered. Those which are supported by the

UPGC include :

(a)

achievement of full parity with the civil service in terms of housing benefits (including the Home

Purchase Scheme) and the same effective dates for

revision;

(b)

(c)

(d)

cash payments in lieu of housing;

extension of housing benefits to nationals from Taiwan and the People's Republic of China (PRC);

payment of special housing allowances (possibly on

a short-term basis) to returning Hong Kong

emigrants appointed to junior academic posts, who would otherwise not be eligible for any housing benefits;

(e) flexibility in the use of funds for staff housing;
