These 29 persons were either relatives or friends. They fled HO CHI MINH CITY, S.VN. on 7-2-90 and reached HA NOI by train three days later. They immediately proceeded to HONG GAI and made a 2-day stop to look for onward facilities. On 12-2-90, they divided themselves into 4 groups and went to HAI NINH by bus. They passed the border check point separately and arrived at DONG XING (1), CHINA on the same day. Each adult paid RMB $2 to the Vietnamese officials. On 14-2-90, they reached FANG CHENG
