All of them were land-crossers from Vietnam to China and then from China to Hong Kong.

One of them had knowledge of the screening policy by means of hearsay.

3. They had no knowledge of the mandatory repatriation and had not heard

of the news that they would be placed on a deserted island after their arrival in Hong Kong.

Six stopovers in China. No PRC official was ever encountered.

5. They chose to come to Hong Kong because of safety reason.

No criminal offence was committed by them in Vietnam.
