DPA spoke to Chen Guoping of NCNA on 12 March and handed over the attached information from the VBP new arrivals. We were very concerned that a boat containing 104 VBP's had remained at Fang Cheng from 2 - 23 December and Qi Sha from 29 December 10 February. We suspected that this was one of the boats that we had earlier alerted the Chinese over. We hoped that in future such boats could be intercepted and returned to Vietnam.

We were concerned that the arrivals so far this year were, despite Chinese assurances, at exactly the same level as 1989. DPA said he hoped the information would be passed urgently to the relevant authorities.

I should be grateful if you would take parallel action in Peking.
