Mr Paul minuted to you on 1 February following your conversation with the Chinese Ambassador about Vietnamese transitting Chinese
territory or waters on their way to Hong Kong. We undertook to get copies of the material we have been passing to the Chinese in Hong Kong and in Peking for you to pass also to Ji.
This material has now arrived. I attach a set, together with a
draft covering letter from you to Ji Chaozhu.
