Our negotiations with the Vietnamese to resume the

repatriation of non-refugees continue. But the greatest

contribution to the situation at the moment would be the

effective prevention by the Chinese authorities of any more Vietnamese from reaching Hong Kong by way of the

Chinese Coast or mainland. I understand the difficulties

of trying to apprehend Vietnamese en route for Hong Kong

as they pass through Chinese territory, but I very much hope that the attached material will help the

authorities in Southern China to concentrate their

policing activities on the routes most frequently used.
