Informant was an ex-serviceman who worked for S. VN. Army as First Lieutenant from 1969 to 1975. For the purpose of seeking a better living he decided to come to Hong Kong. With the company of his clansman, Mr. NGUYEN DINH PHUNG, they left CONTUM, C. VN. by bus on 15-11-1989. They reached HAI PHONG, N. VN. on 19-11-1989. There he was introduced to Group II by Mr. DO HUU TUAN, who was a business partner of Mr. NGUYEN and an active courier of fleeing Vietnamese (encl. (18) in VRO/38). As their common goal was to come to Hong Kong, they started their journey again on 21-11-1989. Having directed by Mr. NGUYEN and Mr. DO, they managed to pass the Sino-Vietnamese Border smoothly after offering a bribe of Dong 800,000 to VN officials. Four of them then took a lorry to reach ZHAN JIANG (I
) on 30-11-1989 via FANG CHENG (防城 ( 馬里福:
