VISIT TO VIETNAM BY LORD ENNALS AND TIMOTHY RAISON MP

I accompanied Lord Ennals and Mr Raison as their private. secretary-cum-notetaker during their visit to Vietnam from 7-11 January. You may find it helpful to have a brief report on the trip

from my point of view.

2. We travelled to Hanoi via Bangkok, where on 6 January we had

useful informal discussions with HM Ambassador and local

representatives of Oxfam, Save the Children Fund and the UNHCR. One point of interest that arose was the claim by the Oxfam representative, Mr Ben Fawcett, that Oxfam was active in Vietnam and receiving EC funds under a programme similar to the British Joint Funding Scheme. He thought that Britain was contributing to this

programme. I was not aware of this and would welcome comments from the ODA, but if we have been contributing to EC aid for Vietnam this clearly compromises the public position we have taken until now on

aid to Vietnam.
