Thank you for your letter of 4 May about the Tai A Chau contract. I am sorry to hear that you did not succeed in winning it in the end: I had thought you were in with a very good chance.
I accept your point about the use of Aid money. However, in this case the money involved was not, strictly speaking, Aid: it was provided by the FCO rather than the ODA, and was perhaps more akin to the provision of government funds for a British Government project - when, as you know, work is put out to competitive tender, and the final contractor is chosen on the merits of the deal being offered. I hope you will nevertheless retain your contacts in Hong Kong for when the potential of future business arises.

Just to let you know that we failed to obtain the contract for the above which would have been worth a little over 2 million pounds to us. We were beaten at the end by a Chinese supplier and the difference in price was around about 5%. We kept closely touch with the British Trade Commission throughout and had a good deal of help and support both from Chris Hayward and Peter Heap.
As I have expressed previously on the telephone I feel that when Aid of this kind is given it should be given on the conditional basis that British companies are favoured, as an opportunity for earning foreign currency and providing jobs in Britain has been lost.
