DETAINING OF HONG KONG POLICE BY CHINESE

- the Hong Kong Government is seeking to establish the full facts of

the incident with the local Chinese authorities.

- we and the Hong Kong Government are taking this case very

seriously. Good liaison channels exist to resolve such border

incidents. I hope that the matter will be resolved quickly.

BACKGROUND

ì. An incident took place in Hong Kong on 2/3 May involving Chinese official personnel. Two Hong Kong policemen working undercover in

an anti-smuggling operation were, during the course of the incident,

taken to China and detained by the Chinese authorities. The two

officers were released back to Hong Kong following urgent contact

between the Hong Kong and Chinese Governments. It seems clear that

the smuggling was taking place with the connivance of Chinese

officials. But the Chinese have not admitted this indeed, the

NCNA have complained publicly that in their version of the incident

the Hong Kong Government have distorted the facts and misled the

public. The Governor, while taking the incident very seriously,

does not wish to raise the temperature and has appealed for the

matter to be settled through normal liaison channels.
