As to the increase in crime involving juveniles and young offenders, it is proposed that the FCC publicity campaign should be backed up by RTHK television programmes and other publicity through Social Welfare Department, Education Department, City and New Territories Administration District Fight Crime Committees.

It is also proposed to commission an in-depth research study into causes of crime by young persons. This will assist the FCC in assessing the effectiveness of present measures in the fight against crime, and in formulating additional measures.
