Causes of the increase in criminal activity

The increase in criminal activity may be attributed to the following causes
(a) the temptations of an increasingly affluent
society;
a decline of self-discipline, particularly among young persons;
a breakdown of family values and unity;

concern and uncertainty as to the future;

difficulties, and the need for the Police to take on other responsibilities; and
easy availability of genuine firearms at low prices from China.
Measures taken to tackle the problem

The Police are utilising their resources to the full to enhance coverage on the ground. Additional mobile patrols, units of the Police Tactical Unit and traffic personnel are being deployed to sensitive areas to deter crime. Co-ordination between different formations is also being improved. In order to curb the importation of illegal firearms, the Police are improving intelligence work, including maintaining good liaison with China and exchanging intelligence with the Chinese Public Security Bureau. In 1989, 60 genuine firearms and 12 converted starting pistols used in crimes were seized by the Police. In the first four months of 1990, a further 26 genuine firearms and one converted starting pistol were also seized.

Through education and publicity continuous effort is being made to spread Fight Crime messages and to rally public support for the campaign. The Fight Crime publicity campaign for 1990/91 will focus on three themes - juvenile crime; parental care; and home security. There will be extensive publicity through various channels to spread these messages.
