4.1 Fresh material on the Middle East will be required for the Opening Speech and probably also the Prorogation Speech. In relation to the former some reference to the United Nations may be appropriate. It would be helpful if the Foreign and Commonwealth Office could provide a framework for these contributions, though I recognise that they may be subject to amendment up to the last minute.

4.2 Both speeches refer to

terrorism and terrorism in Northern Ireland. Should one or other of these references in each speech be modified to encompass the activities of terrorists in Great Britain?

4.3 Both speeches have little or nothing to say about environmental issues and the inner cities. Can this be briefly remedied?

4.4 The Opening Speech makes no reference to the next stages of the privatisation of the electricity supply industry. If this is likely to draw adverse comment, can a brief passage be supplied?
