Thank you for your reply to Ros McCool's letter of 2 July.

I enclose our first consolidated drafts of the speeches. always, considerable editing has been necessary in the interests of limiting length. In some cases it has been necessary to omit entire elements. Passages in square brackets relate to matters such as state visits which

which have not yet happened or are still under discussion, continuing international negotiations, and pieces of legislation which do not yet have a firm place in next Session's programme.

Drafts of the speeches will be considered by QL Committee on 18 September and will then be circulated by the Lord President to members of the Cabinet. The purpose of letting you
