(I should also point out that the Minister will be transiting Hong Kong on his return from Seoul on 16 December, arriving Hong Kong on CX411 at 2120 departing on BA28 at 2230. For reasons agreed at the time, Lord Caithness does not wish to revive the idea of extending this stopover into a 24 hour working stay.)

For the longer-term I have sketched out with the Minister a possible programme of travel for next year (copy attached). This is obviously provisional. In doing so I have borne in mind the Secretary of State's proposed visit to China and Hong Kong and in September to Malaysia, Brunei and Indonesia; the impact of possible developments in Cambodia and in relation to Vietnamese boat people for a visit to Vietnam, Thailand and possibly Cambodia; and the Department's advice that the Minister should couple Malaysia and Singapore in a single visit. I should be grateful for your views.
