1. The Minister talked to you earlier this week about his future travel plans. I have since separately consulted you and others about various ideas and have again spoken to the Minister.

Lord Caithness is content with the suggestion that he should go to New Zealand and Australia from 22 November to 9/10 March, including attendance at the Heads of Mission Conference on 7/8 March. The outline that has been suggested (departing London 22 February, New Zealand 24/27 February, Australia starting outside Canberra - 28 February to

9 March) is acceptable. Mr Thomas may now like to consult other Heads of Mission about the convenience of the 7/8 March dates for the Heads of Mission Conference.

The Minister is keen to establish a six-month cycle of visits to Hong Kong. He fully accepts that regular visits of shortish duration should help to establish them as a routine and to dampen their public and press profile. In order to avoid a visit in too close proximity to the Secretary of State's proposed visit to China and Hong Kong in the spring he would like to fit in a visit before his New Zealand/Australia trip. He would like to take the opportunity to visit the Philippines (which an FCO Minister has not visited since Lord Brabazon went in December 1989) and where one obvious centre of interest will be the RRTC at Bataan. From the Minister's point of view convenient dates would be Thursday 24 January departing London for Manila, Tuesday 29 January to Hong Kong, Friday 1 February returning to London. Subject to your views I should be grateful if Departments could consult the Governor and HMA Manila

(Mr MacInnes should not of course approach his host Government at this stage). The next trip to Hong Kong might then be in
