POLICE MORALE

Lord Caithness has asked me to thank for your letter of

20 September about morale in the Royal Hong Kong Police.

Lord Caithness was glad to have had the opportunity to meet you and other representatives of the Police Force Council

during his visit to Hong Kong and to hear your concerns at

first hand.

You refer to an investigation into a possible breach of

confidentiality concerning an internal report on Police morale. As you will appreciate, the conduct of the investigation is a matter for the Hong Kong Government.

On the general question of Police morale, however, I

can assure you that the Hong Kong Government take the concerns of your Association very seriously and attaches great importance to the maintenance of an effective and well

motivated Police Force. This was reflected in their

decision to accept the outcome of the recent pay review which awarded additional salary increases to Junior Police
