Lord Caithness has asked me to Phank for your letter of 20 September about morale in the Royal Hong Kong Police. Lord Caithness was glad to havel had thel opportunity to meet you and other representatives of the Police Force Council during his visit to Hong Kong and to hear your concerns at first hand.

You refer to an investigation into a possible breach of confidentiality concerning an internal report on Police morale. As you will appreciate, the conduct of the investigation is a matter for the Hong Kong

Government.

On the general question of Police morale, however, I can assure you that the Hong Kong Government take the concerns of your Association very seriously and attaches great importance to the maintenance of an effective and well motivated Police Force. This was reflected in their decision to accept the outcome of the recent pay review which awarded additional salary increases to Junior Police Officers. The Standing Committee will submit further advice on pay for the officer ranks towards the end of the year and I can assure you that this will be considered by the Hong Kong Government as a matter of priority.
