YOUR MEETING WITH MR MARTIN BARROW: 10 JULY 1990

Mr Martin Barrow (LegCo) is calling on you at noon on 10 July.

Mr Barrow, who is a Director of Jardines, has been a LegCo member since 1988. He is bright, energetic and helpful.

A biographical note is attached.

Mr Barrow will have plenty to say for himself, and you should have no difficulty in identifying suitable topics for discussion. But I suggest you might find it profitable if you were to steer the conversation in one or more of the following channels:

Prospects for the 1991 elections? What sort of showing are the business groups likely to make?

(a)

(b) British interests in Hong Kong/prospects for PADS? (Mr Barrow has his heart in the right place as far as promotion of British interests is concerned, but given his position as a LegCo member, he is careful to dilute the pure Keswickian doctrine, even in contacts with British officials.)

(c) The Hong Kong/China relationship? (Mr Barrow knows China well and has had several meetings with senior officials in the Hong Kong and Macao Office of the State Council. You could ask him about current perceptions of China in Hong Kong and how the visit of Mr Maude to Peking is likely to be received in the territory.)
