I submit a self explanatory draft reply. The Department of Trade and Industry have been consulted. The British Trade Commission and our Embassy in Peking have been informed.

Background

In view of the lack of clarity in Dr Reid's letter, and the shortage of time before Mr Dempsey's departure, we have spoken to him direct seeking confirmation of his wishes and giving him the relevant details. Mr Demspey was most grateful.
