PRESS REPORTS OF DISCUSSIONS WITH VISITING OFFICIALS FROM

HONG KONG GOVERNMENT

Team of officals from HKG had talks with Home Office

and FCO officials at the end of January. This was part of process of finalising selective scheme.

Some technical matters remain to be resolved. I expect an early and satisfactory outcome of discussions.

SELECTION CRITERIA

Main criteria will be value of service to Hong Kong and

propensity of people in their category of employment to

emigrate. Other criteria will include experience, education, ability to speak English and existing links

with the UK.
