Our aim is to minimise divisiveness. A wide range of people in many walks of life will be covered.

Scheme does not focus exclusively on the rich and

powerful. Selection will be as basis of value of service

to Hong Kong, not of wealth or influence.

15. PEOPLE DETERMINED TO EMIGRATE WILL LEAVE ANYWAY

All the indications are that majority of people leaving Hong Kong would remain there if they had assurance of foreign passports. Our scheme should give them assurance

they need.

16. RELATIONSHIP BETWEEN 50,000 HEADS OF HOUSEHOLD AND THE

225,000 FIGURE?

Figure of 50,000 heads of household is an absolute ceiling. Figure of 225,000 is intended as illustrative upper limit. Actual figure will depend on family size of successful applicants.
