The Secretary of State is due to accompany The Queen on Her State Visit to the United States from 14-23 May. He would like to use that occasion to visit Mexico or Canada. He would like to do both next year, covering one country at the time of the State Visit and another before the UN General Assembly. It probably makes more sense to combine Mexico with the State Visit. It would be particularly helpful if Mr Hervey could find out exactly what the pattern of the State Visit will be and what the options to the Secretary of State are in terms of leaving part way through. Perhaps he and I could have a word before any soundings are made of the Palace.
The Secretary of State had hoped to make one other visit abroad during the Whit Recess. He is keen to visit Yugoslavia but regards Mr Waldegrave as having first refusal.
The Secretary of State would like to visit South East Asia in early September, probably visiting Brunei, Indonesia, Malaysia and Singapore, as the PUS proposes. We should probably be looking at the week beginning Monday 2 September or the week beginning Monday 9 September but we cannot fix a date now. There would be no harm in posts being consulted privately if you thought it worth doing so at this stage.
On the assumption that the Secretary of State visits Mexico in May, he might visit Ottawa in the week before the UN General Assembly. On the assumption that UNGA starts on Monday 23 September, he might fly to New York on Friday 20 September on Concorde and then by charter plane to Ottawa. He could have official talks with Mr Clark on the afternoon of 20 September and then spend a relaxing weekend in Canada before returning to New York on the Sunday night/Monday morning.
The Secretary of State will be going to the Commonwealth Heads of Government meeting (dates not yet certain). He would be prepared to visit Nigeria or Kenya before or after CHOGM (probably before in
