VISIT OF SECRETARY OF STATE TO HONG KONG: PROGRAMME
1. I attach Hong Kong telno 16, setting out the revised outline programme for the Secretary of State's visit to Hong Kong. The Governor seeks the Secretary of State's approval so that arrangements for the visit can proceed.
Meetings
2. The outline programme follows the lines of previous Ministerial visits. The briefing by senior officials, the meeting and dinner
with OMELCO and the meeting with the Executive Council are all standard and indispensable features of the visit. The meeting with representatives of the civil service is an item which the Governor would like included as a morale booster, and would be worth doing.

3. In earlier exchanges with the Governor about the programme, we
emphasised the desirability of including the British Trade
Commission and UKREP JLG in the programme. The Governor has
responded by inviting Mr Heap and Mr Galsworthy to a dinner on Saturday 13 January; and there is a call on the British Trade
