CONFIDENT IAL

VISIT TO HONG KONG

The Foreign and Commonwealth Secretary, The Rt Hon Douglas Hurd CBE MP, and Mrs Hurd, will visit Hong Kong from 13 16 January. The purpose of the visit is to enable the Foreign Secretary to

familiarise himself with the full range of current Hong Kong issues.

He will be having discussions with the Governor and his Executive

Council and will take the opportunity to listen to the views of a

wide cross section of Hong Kong opinion.

Will there be an announcement about representative government?

There will be no announcement during the visit. The Foreign

Secretary will wish to listen to what the Governor, his Executive

Council and others in Hong Kong have to say on the matter and to

consider it further on his return to London.

This will be the first visit that Mr Hard has made to Hong Kong sice becoming for in Santon, although he has been
