TELNO

OF 221635Z OCTOBER 90

STRICTLY PERSONAL FOR GOVERNOR FROM MCLAREN, DUSS

DESKBY

YOUR TELNOS 2864 AND 3013: GULF CRISIS: BURDEN SHARING

1. I thought you might be interested in further information on

what other countries in your region are doing regarding burden

sharing, which might be of help for the ExCo meeting on

23 October.

2. South Korea has made sizeable contributions to the tune of

some US dollars 120 million in the military area and US dollars

100 million as economic assistance: US dollars 40 million in

loans and US dollars 60 million in kind. Taiwan has also made

available US dollars 30 million for economic assistance, but we

are unclear exactly what form it has taken.

3. We are continuing to Lobby ASEAN countries, although with

little success so far. Singapore has provided two Airforce C130 transport aircraft and their cargo of medical and relief

supplies, co-financed by Brunei.
